PROPOSED TECHNICAL SPECIFICATIONS CHAJ.~GE REQUEST -
ONE TIME CHANGE FOR SURVEILLANCE TESTS DUE DATES Attached are three (3) original and thirty-seven (37) confer.med copies of a Request for Change to the Palisades Plant Technical Specifications.
The Palisades Plant Surveillance Test Procedures (STP) identified in the attached Proposed Technical Specifications Change are required to be performed on an 18 or 12 month cycle depending upon the test.
These tests will be coming due before the plant is again in a refueiing mode.
During the last time the reactor was in cold or hot shutdown condition that would allow per-form8.nce of certain STPs (ie October 3l, 1980 to December l3, l98Q) three quarterly, three semiannually; and eleven l8 month STPs were run.
This information indicates that Consumers Power Company is performing the required STPs when possible under the required plant conditions.
In the present situa-tion for reasons identified in the Proposed Technical Specification Change Consumers Power is requesting a one time extension until.the 198l refueling outage of the due dates for identified STPs.
The requested changes involve a single issue; therefore, a check in the a.mount of $4,000 is attached pursuant to 10 CFR 170.22 Class III change.
