Gentlemen:

We have received a copy of your application dated Qecember 3; 1980, which was filed with the Office of Nuclear Reactor Regulation*.(ONRR) for review.

The appl~cat1on proposed undervoltage protection Technic~f Specifications for your Palis~des Pliu)~_.. as requested by the ONRR staff's le~~r da~d June 6, 1979.

No fees u'nder the provisions of 10 CFR 170.22 were 1nc1u~ed with your applic~t1on because your Company determined that it should be ~~~pt from fees since it was requested by the USNRC.

The ONRR staff.has infonned us that this application i$ be1ng accepted as a part of the October 2, 1978, proposed Palisades modific~t1olis relating to undervoltage conditions. Based on information that has been prQyid~d by the ONRR staff, it has been concluded that the December 3, 1980 and Octo~f!,r*?~*l978 submittals join~ly involve consideration of a single safety issue.

Th~refore, they colle.ctively require a singl~ Class III fee-of $4,000.

On this ~~$1,s, we consider the Class III fee requested in our letters dated Decemb~r-4,~ 1978 and January 17, 1979, as appropriate ~nd should be promptly submltted to tr~*coimJlission.

In response to the statements in your February ~~ 1~7Q letter regarding the

voltage protection are changes which require ONRR rev1ew.

In addition, they are not considered to be changes with only minor*safe~y significance that are requested to clarify or simplify the license or Te,chn,i~~l Specifications for the cor:iven1ence of the Comm1ss1on. Therefore, 11cEmsees are not being exempted.
