CENTRAL FILES.
This refers to an enforcement meeting, requested by Consumers Power Company,
held on February 18, 1981, at the Nuclear Regulatory Commission's office at
799 Roosevelt Road, Glen Ellyn, Illinois, between me and members of my staff
and you and members of your staff for the purpose of discussing Consumers
Power Company plans and programs for improving the regulatory performance at
the Palisades plant .
The enclosed copy of our report of this Enforcement Conference identifies
areas discussed during this meeting.
During this Conference you provided
us with a description of your plan and program of corrective actions to
improve your regulatory performance and safety of operations at the
Palisades plant.
You also agreed to prepare a documented, detailed layout
and schedule of your long range improvements and to determine the minimum
licensed operator complement and overtime limits required for sustained,
safe operation.
You were informed that an Order, possibly a Confirmatory Order, would
probably be issued by the NRC formalizing the plan and program of corrective
action for immediate and long range improvements.
In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and the
enclosures will be placed in the NRC's Public Document Room, except as
follows.
If these enclosures contain information that you or your
contractors believe to be proprietary, you must apply in writing to this
office, within twenty-five days of the date of this letter, to withhold
such information from public disclosure.
The application must include
a full statement of the reasons for which the information is considered
proprietary, and should be prepared so that proprietary information iden-
tified in the application is contained in an enclosure to the application .
