  • Area Code 1517 788*0~~0 October 6, 1980 Mr James G Keppler Office of Inspection and Enforcement Region III US Nuclear Regulatory Commission 799 Roosevelt Road Glen Ellyn, IL 60137 DOCKET 50-255 - LICENSE DPR PALISADES PLANT - RESPONSE TO IE INSPECTION REPORT 80-09 IE Inspection Report 80-09 dated July 21, 1980 identified that our employee training program at Palisades Plant needs to be updated.

Our response to the subject inspection report is as follows:

Corrective Action Taken and Results Achieved There has not been any-short-term corrective action taken to remedy those problems identified in the report; however, there will be corrective actions taken to avoid these problems in the future as outliried below.

Corrective Action Taken To Avoid Further Noncompliance The Training Department staff has been increased by the addition of three instructors.

These individuals have experience at the Palisades Plant in various departments and will broaden the depth of training of Plant personnel.

A training committee is being formed comprised of the Training Supervisor as its chairman and a representative from each major department as members.

Its main function will be to improve the effectiveness of management of training by identifying and communicating training needs* of Plant personnel to the training department.

In addition, it will provide a feedback loop to assise the Training Supervisor in assessing the effectiveness of training. This committee will serve to broaden the effective size of the training staff in management of training.

A complete review of all Palisades adaiinistrative procedures, including all those affecting tra~ing will be made.

revise and update these procedures so that they are consistent with both Plant commitments and Plant training requirements.

In addition to the above actions, Palisades training management is in the process of considering the implementation of a computer-based training records and.*documentation program.

One of the purposes of this program is to provide a means of identifying those employees lacking required training.

Date When Full Compliance Will Be Achieved The additions to the training staff were made in September 1980.

The training committee will be established by November 1, 1980.

Consumers Power Company will submit an update by March 1, 1981 informing you of the progress of the overall program.

In your cover letter, you expressed concern about the effectiveness of our Corrective Action System in regard to the length of time an identified training deviation had existed.

We have examined the circumstances surrounding this deviation and do not feel it is symptomatic of a general shortcoming of the CAS.

Conditions which led to the particular case were an overly ambitious training program in relation to the availability of both training staff and supervisors to conduct it. Efforts had been made to find

  • trainers without success, and an extended 9-month outage preempted supervisor time.

Plant Management was well aware of the problem and had plans to resolve it at the time of your inspection; in fact, two new members had just been added to the training staff for that purpose.

Thus, we do not feel the problem was simply being ignored albeit the delay of a solution was lengthy.

Further study of the Palisades Corrective Action System backlog has been done and special emphasis is being placed on completing or reevaluating old items.

We continue to have confidence in the system as. a viable Management tool.
