Our response to that inspection report (dated October 6, 1980) stated that we would submit an update to our response informing you of the progress of our program.

This update is as follows:

Training Committee The Palisades Training Committee meets periodically to discuss scheduling, records administration, and other issues relevant to the efficacy of training.

This committee is the forum through which each department can directly communicate its training requirements to the training department. It is anticipated that through this commmittee a greater awareness of training requirements (as given by NRG, INPO, Plant Procedures, etc) will be gained, resulting in more fully satisfying all these requirements. In addition, this committee will have a direct influence on a thorough revision of our Administrative Procedures regarding training to facilitate changes that will result in a more realistic and workable set of procedures. The project of changing Administrative Procedures is projected to commence in summer 1981.

Training Records Management The task of inputting the backlog of past training records into our Employee Information System (EIS) records management system has begun. Having all relevant records on all employees in EIS will assist in more efficiently monitoring required training and requalification dates for various training

Palisades Plant March 16, 1981 subjects for each employee. It is anticipated that this system will enhance our management of the training function by identifying required training on a timely basis, and also by documenting all training in an easy to understand and auditable format.

Training Department Staff - Additions

1. Permanent - Three full-time instruction personnel were added to the department staff in September 1980 and a second full-time clerk to assist in records management has also recently been added.
2. Contract Personnel - Three License Training Instructors have been obtained on contract from Combustion Engineering to assist in the Reactor Operation license class. One Chemistry/Health Physics Instructor from Rad Services, Inc is presently assisting in the conduct of plant specific Chem/HP departmental training. Negotiations are currently underway to obtain an SRO License Trainer and an Auxiliary Operator Trainer to further complement our training staff and expand and improve our training activities.

Training Department Reorganization As of January 1, 1981, the line responsibility of training groups at each plant was changed from the Plant General Manager to the General Superintendent of Nuclear Operations in the General Office. This change was made in an effort xo facilitate changes toward gaining greater continuity and uniformity of training in the Nuclear Operations Department. This change has resulted in the commitment of greater resources to the training function; particularly human respurces in the form of approved allocations for additional instruction personnel to help improve in compliance with training requirements and commitments. Additionally, two contracts have been issued to provide for program development and instruction personnel for a Company uniform Chemistry/Health Physics Training Program and also a Shift Technical Advisor Training Program. Additional contracts for maintenance training, etc, are also being considered.
