z As you are aware, the NRC published the Final Rule for emergency planning for both onsite and offsite preparedness in the Federal Register notice dated August 19, 1980 (45 FR 55402).
This rule became effective on November 3, 1980, with implementation required by April 1, 1981, (except as provided in Section IV, page 3 of Appendix E).
One requirement which should be accomplished is an exercise that tests the integrated capability and a major portion of the basic elements existing within emergency preparedness plans and organizations (li-censee, State, and local government)
Each licensee should conduct an emergency exercise within one year from April 1, 1981, or prior to issuance of an Operating License.
In order for the NRC to make an assessment of this requirement, we plan to observe these major exercises for the new emergency plans.* Accordingly, you are requested to pro-vide this office with a schedule of drills and exercises as soon as possible and to provide scenarios two weeks prior to the ex~rcises or major drills.
