Our detailed responses to your concerns are enclosed.

We believe that Revision 2 of the Loss of Offsite Power - Survey Status Report adequately addresses the corrments raised by your letter concerning the Palisades Plant.

We again request that you submit the data for Big Rock Point.

Page 2 First Paragraph

a. Bas1ng fault data on a per circuit mile per year statistiC would probably provide additional insights into the causes of some failures. However, the primary purpose of the survey.was to detennine the rate of occurrence not cause.

The list of causes was developed during our review of survey responses.

c. A minimum time threshold was considered, however, a basis for the minimum time co~ld not be established.
d.

Cause 4 was not intended to reflect human error, rather it was to accumulate data on a specific type of relay failure.

The staff's objective was to obtain fatlure rate data.

Eighteen (not nineteen) events on six transmission circuits is equivalent to six events on two transmission circuits.

Page 4 Third Paragraph

a. It is suggested that you review the Draft Regulatory Guide on Lightning Protection that has been issued for public comment and NFPA 78-1979 for methods of minimizing the effects of lightning.

SEP Topic VII-3, which will be forwarded shortly to you, identifies additional methods which you might use to improve switchyard perfonnance.

b.

Previous efforts to obtain time trends on Palisades data did not result in an acceptable (95%) confidence level in the fits.

c.

We agree that construction related outages are relatively insignificant (See Conclusion 2 of Revision 2).

7.

The staff believes that other conments in the October 28, 1980 letter that are not addressed in the preceeding six corrments are adequately resolved by Revision
