DECAY HEAT REMOVAL TECHNICAL SPECIFICATIONS. CHANGES i'*.
NRC letter dated June 11, 1980, requested Consumers Power Company to propose Technical Specifications (TS) changes that would provide for redundancy in

\\Decay Heat Removal (DHR) capability for all modes of operation.
The basis for this TS change request was founded in a number of events that have occurr-ed at operating PWR facilities where Decay Heat Removal capability has been degraded due to inadequate administrative controls.
IE Bulletin 80-012, Decay Heat Removal System Operability, dated May 9, 1980, requested us to immediately implement administrative controls which would en-sure proper means are available to provide a redundant method of heat removal.
Our response to that bulletin addressed all the questions.and was submitted on August 1, 1980.
I TS changes for the DHR system for. the Palisades Plant are not considered prudenti or necessary for the following reasons:
- 1.
The Palisades Plant does not have two independent shutdown. cooling (SDC) loops.
Repairs to piping valves, and etc in the lines, common to both SDC pumps/heat exchangers, would not be permitted by _administrative controls.
- 2.
There are alternate lineups available for removal of decay heat if they.
are needed; however, there is no TS to do this nor is there a need to propose a TS to do this.
3.. Under conditions where decay heat generation is very low, extended outages of SDC equipment would be warranted, and would pose no threat to public I
health or safety.
These conditions would be determined on a case-by-case

basis an<; proposal of a TS would serve no purpose.

Mr Dennis M Crutchfield Palisades Plant October 16, 1980 As stated in our August 1, 1980, response to IE Bulletin 80-012, the results of the DHR *system review showed t_:here is no need for procedure changes or modifications to the Pali sad.es Pl.ant.
Also, there is no need to propose any TS changes based on the above.
By Consumers Power Company letter dated Sep-tember 19, 1980, we instructed you that this response would be submitted by November 3, 1980.
