October 1, 1980 This refers' to the Immediate Action Letter of September 4, 1980, regarding the limitation of Palisades Plant power.level to 83% pending further evaluation of auxiliary feedwater flow rates. and feedwater system water hammer.
As a result of ineetings held.in Bethesda, Maryland on September 30, 1980, between representatives of the Consumers Power Company*and NRC staff members, this power level restriction is withdrawn with.the understanding that the following items will be performed:
- 1.
Plant operations personnel are immediately instructed, and appropriate plant operating and emergency procedures are updated in a timely manner, to require an initial auxiliary feedwater flow rate of 300 gpm to a single steam generator in the event that the full power cooldoivn load is imposed on a single steam generator.
- 2.
Studies will l;>e*initiated such that by December 1, 1980, a program and schedule will be defin~d for the. mitigation or eliniination of feedwater line and steam generator water hammer~
Please inform us immediately if your understanding of these items is different from that stated above.
