IMMEDIATE ACTION LETTER DATED SEPTEMBER 4, 1980

\\V\\V Li./ u On August 26, 1980, a plant trip resulting from a condensate pump failure occurred at Palisades Plant.

Auxiliary feedwater was manually initiated shortly after losing the main feed pumps.*

Sufficient steam generator inventory was lost prior to reactor trip such -that steam generator level. fell below the indicating range.

The Palisades Plant does not currently have wide range level instru-mentation (a commitment was made by letter dated September 18, 1980, to install wide range instrurnenta.tion during the 19 Bl refueling outage).

With water level below the feedwater ring, water hammer restrictions on auxiliary feed flow (150 gpm/steam generator) became effective.

Water level indication was regained in both generators by three hours after the event.

The NRC's Operation Center was immediately notified of this event by the "red phone."

Al though this event and recovery from the event progressed as expected, the NRC chose to issue an "Immediate Action Letter" dated August 26, 1980, which limited the plant power level to 55 percent until their con-cerns over the auxiliary feed rates employed and the resul tihg period without level indication had been resolved.

Subsequent dis-cussions with the NRC over the question of waterharnrner. have led to a revised power level restriction of 8~% (Immediate Action.Letter dated September 4, '1980).

Consumers Power Company and our consultants met with the NRC staff on September 3, 1980, to discuss this event and describe our __ irnmed:-

Following the September 3 meeting, we proceeded with a final evaluation of our May, 1980 waterharnmer 8010070595

Mr James G Keppler Palisades Plant September 30, 1980 test and requirements to return to 100 percent power.

Attachment 1 to this letter provides that evaluation and addresses the water-hammer test performed on May 10, 1980 in accordance with DPR-20 License Amendment No. 56 dated April 30, 1980.

In accordance with our verbal commitments made during the September 3 meeting, changes to the Palisades Plant procedures and instru-ments were made to (1) isolate steam generator blowdown on reactor trip if steam generator level is below the sparger for more than one minute and dropping; (2) set the auxiliary feedwater flow controllers to 150 gpm rather than 100 gpm and to throttle to 100 gpm when the level is approaching the sparger; and (3) temporarily limit auxiliary feedwater 'flow to 250 gpm to a single steam generator when only one steam generator is.available.

Based on the results o{ our evaluation and previous plant experience, Consumers Power Company concludes that the Palisades Plant should be returned to full power and requests the NRC to remove the restriction of the September 4. 1980, Immediate Action letter.
