.. *Appendix A NOTICE OF VIOLATION Consumers Power Company License No. DPR-20 Based on the inspection conducted during July, 1980, it appears that certain of your activities were in noncompliance with NRC requirements, as noted below.
This item is an infraction.
Technical Specification 6.8.1 requires implementation of procedures as recommended in Appendix A of Regulatory Guide 1~33, which includes admin-istrative procedures for equipment control.
Licensee Administrative Procedure S.o; Paragraph 5.1.12.7, controls return of equipment from maintenance under an Equipment Outage Request. (EOR) and requires comple-
~tion of administrative review and release, and. other EOR signoffs, before*
equipment can be considered operable.
Contrary to the above, NI-003 (a wide-range nuclear power instrument) was improperly returned from maintenance under an EOR on July 10; 1980.
The instrument was relied on as operable for a plant criticality at 1230 hours0.0142 days <br />0.342 hours <br />0.00203 weeks <br />4.68015e-4 months <br /> (EDT), before the EOR was properly completed.
