© Consumers Power Company's response to the alleged deviation noted in IE Inspection Report 80-10 dated July 17, 1980 is as follows:

Item IE Bulletin 79-06C "Nuclear Incident at Three Mile Island - Supplement" and the licensee's response letter dated August 2, 1979, established the licensee's formal commitment to provide two licensed operators in the control room at all times during plant operation.

Contrary to the above, at approximately noon on June 30, 1980, with the plant in operation, the control room was briefly observed to be attended by only a single licensed operator.

Response to Item This incident was discussed with licensed control operators and shift supervisors.

The discussions stressed the importance of adhering to commitments.

The requirement to maintain two operators in the control room had previously been addressed via an entry in the Daily Orders Book.

To reiterate the +equirement and strengthen the administrative controls, a Standing Order to plant operating personnel was issued on July 8, 1980.
