Results This test was performed on May 18, 1980. at our Palisades Plane Due to the condition of the plant when the test was run, it was not possible to simulate the worst case conditions that have been previously analyzed; therefore, an analytical model to simulate the test was prepared.

The computer s~mulation deviated from the test results by only -1.07% on the 2400 volt Bus.1D and

-0. 80~~ on the 480 volt Bus 12.

These results are in excellent correlation given the volume of computer input data that was used and t.he complexity of*

the test setup.

Consumers Power considers these results to.be completely acceptable and concludes no further testing is necessary.

J Method of Testing In order to verify the analytical model of the Palisades Plant, the Refueling Outage Test*8 (loss of off-site power) was run. 'This test consisted of starting 2300 volt. and 440 volt emergency motors off the lC and 1D 2400 volt buse.s whi.le being fed from the off-site power supply.

To test the on-site.supply (diesel generators), an SIS signal was purposely. initiated, the off-site power supply was tripped and the emergency motors.started sequentially on the diesel oc0780-0308a-48

2 generators.

Precision oscillographs were installed to monitor the 2400 volt Bus lD voltage and current and 480 volt Bus 12 voltage, current and watts during both off-site and diesel generator.start-ups.

Description of Analytical Model The analytical tool used to model the Palisades.Plant was the Pll61 computer program (ASDOP) obtained from Duke Power Company and.adapted to Consumers Power Company's Time Sharing Option (TSO) network.

This program is also used extensively on all other Consumers Power Company power plants, fossil as well as nuclear.

The program has load flow, motor starting and 3-phase short cfrcuit analytical capability for various plant operating contingencies.

All induction motor and static loads are modeled down to the 480 volt power level.

Computer Simulation of R0-8 Test (Loss of Off-Site Power Test)

Prestart conditions were first* inputted into the Pll61 computer model of the plant.

Table 1 (attached) is a summary of the meter read.ings and computer simulated prestart.voltages and currents.

(Also, refer to attached one-line diagram.)

Once the prestart conditions were properly inputted, simulation of the emergency motor start..;ups. (R0-8 test) was executed.

Comparison of the monitored 2400 volt and-480 volt bus voltages is summarized as follows:

This verifies the accuracy and validity of the computer model for both load flow and motor start-up conditions for the Palisades Plant.
