CONSUMERS POWER COMPANY Docket 50-255 Request for Change to the Technical Specifications License DPR-20 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Provisional Operating License DPR-20, Docket 50-255, issued to Consumers Power Company on October 16, 1972 for the Palisades Plant be changed as described in Section I below:

I. Changes A. Change Paragraph 3.9.l to read as follows: "Specifications for operation of plant heat dissipation systems, and chemical releases associated with all plant discharge water systems will be covered in the National Pollutant Discharge Elimination System Permit (NPDES). 11 B. Delete Paragraphs: 3.9.5, 3.9.6, 3.9.7, 3.9.8, 3.9.9 and 3.9.10.

C. Delete "See Special Technical Specifications Section S-2.5 for further details" of Paragraph 3.9.11.

D. Change Paragraph 3.9.17.b. " ... of FSAR ... " to " ... on FSAR ... ".

E. Delete footnote reference to Special Technical Specifications in Paragraph 3.9.18.

F. Change Paragraph 2 of Section 3.9 Basis to read as follows:

" ... NRG and DOT rules and regulations."

G. Delete the third (3rd) paragraph in Section 3.9 Basis.

H. Change last sentence of Paragraph 4 of Section 3.9 Basis to read as follows: " ... are as low as reasonably achievable." _ __

I. Delete the last sentence of Section 3.9 Basis.

J. Change Paragraph 4.11 Objective" ... as low as practicable ... " to

" ... as low as reasonably achievable ... ".

K. Change Item 1 of Section 4.11 Basis - Radiological to read as follows: " ... to assure compliance with 10 CFR 20."

L. Change Item 1 of Section 4.11 Basis - Nonradiological to read as follows:

"1. Aquatic Specifications for monitoring of plant heat dissipation systems; and chemical releases asso*ciated with all plant discharge water systems will be covered in the NPDES Permit."

  • 2 M. Delete Section S, Special Technical Specifications Pursuant to Agreement.

N. Change Subparagraph (a) of Item 1 of Item C Nonradiological Environmental Monitoring Program of Paragraph 6.9.3.1 Routine Reports to read as follows: "Thermal survey results."

II. Discussion The conversion to a closed-cycle cooling system from a once-through cooling cycle was the result of the Settlement Agreement between Consumers Power Company and the Michigan Steelh.ead and Salmon Fishermen's Association, et al, dated March 12, 1971 (attached). This Agreement also imposed a number of changes on the plant Technical Specifications as well as the addition of Special Technical Specifications. During October of 1977, this Settlement Agreement automatically terminated pursuant to Section 17 of that Agreement. As a result of this termination, the requested revision to the plant Technical Speciications is being made to reflect compliance with the plant NPDES Permit.

III. Conclusion Based on the foregoing, both the Palisades Plant Review Committee and the Safety and Audit Review Board have reviewed these changes and recommend.their approval.
