PALISADES RELOAD REVIEW

Letter from David P. Hoffman, Nuclear Licensing Administrator, Consumers.Power Company to Director, NRR, Palisades Plant - Technical Specifications Change Request Higher FrT for H-Fuel Cycle-4, dated May 14, 1980

2.

Exxon Nuclear Company, ECCS and Thermal-Hydraulic Analysis for the Palisades Reload H Design, XN-NF-80-18, April 1980 Consumers Power Company (CPC) has requested changes in their nuclear peaking factor for Cycle 4 (Ref. 1).

The changes and discussions are all physics questions and should be reviewed by CPB.

Reference 1 considers an ENC topical report (Ref. 2), which has two sections~

The first section is a partial ECCS re-analysis to account for type H fuel *.

The re-analysis involved only the hot channel and hot pin calculations for the limiting break~ It was not necessary to repeat the hydraulic analyses since the changes to type H fuel would not have a substantive hydraulic effect.

An axial shape sensitivity study was also performed.

RSB finds the ECCS results and methodology acceptable subject to review of the following items by CPB:

1.

Radial vs. axial peaking factor trade-off.

2. *Type H fuel parameters
3.

Acceptability of swelling and rupture model The second section of reference 2 is a thermal:-hydraulic analysis and should be reviewed by CPB.
