Dear Ms. Haney:

Enclosed is a copy of the final after action report for the August 8, 2017, McGuire Nuclear Station full participation exercise. Th is report addresses the evaluation of plans and preparedness for the Stale of North Carolina and Charlotte-Mecklenburg, Catawba, Gaston, Iredell, and Lincoln Counties within the 10-mile emergency planning zone, and Cabarrus County, a host county.

This successful exercise demonstrated the State ofNorth Carolina and the affected counties' commitment lo public health and safety. The Federal evaluators identified two level 2 findings during the exercise. The first concerned the staff of the joint infonnation center's inability to provide accurate, concise, and coordinated public messaging. We look forwllrd to working with the State of North Carolina to resolve this finding. 111c second finding concerned Ute failure of emergency medical services personnel to correctly monitor, control contamination, and transport a contaminated injured individual to a medical treatment facility. This finding was later cleared during a re-demonstration within the exercise cycle on November 7, 2017. FEMA Region IV Radiological Emergency Preparedness Program staff prepared this report.

Based upon results from the August 8, 2017 exercise and FEMA's review of the Stoles' Annual Letter of Certification for 2016, the offsite rndiologica I emergency response plans and preparedness of the Stale of North Carolina and appropriate local jurisdictions site-specific to the McGuire Nuclear Station can be implemented. They are adequate to provide reasonable assurance appropriate measures can be taken offsitc to protect the health and safety of the public in the event of a radiological emergency at the site. Therefore, the Title 44 CFR, Part 350, approval of the offsite radiological emergency response plans and preparedness site-specific to the McGuire Nuclear Station granted on June 4, 1981, will remain in effect.
