SUBJECT: LICENSE AMENDMENT
Dear Mr. Gardner,
Please find enclosed Amendment No. 24 to NRC License No. 50-29059-01 updating License
Condition 14, after review of your proposed change of control notification, as requested. An
environmental assessment for this licensing action is not required since this action is
categorically excluded under 10 CFR 51.22(c)(10)(iii), (v) and CFR 51.22(c)(14)(iv). You should
review this license carefully and be sure that you understand all conditions. You can contact me

We have reviewed your change of control notification dated October 31, 2017. In accordance
with NUREG 1556, Volume 15, Revision 1, Guidance About Changes of Control and About
Bankruptcy Involving Byproduct, Source, or Special Nuclear Materials Licenses and Regulatory
Information Summary (RIS) 2014-08, we have concluded that this does not appear to be a
change of control. If you have any questions, feel free to contact us.

statement and not a regulation, it sets forth the agencys expectations for individuals and
organizations to establish and maintain a positive safety culture. You can access the policy
