REGION Ill 799 ROOSEVELT ROAD GLEN ELLYN, ILLINOIS 60137 APR l 8 1980 A new telephone system has been installed at your site, called the Health Physics Network (HPN).

It is part of a system that includes all nuclear power plants, the NRC Operations Center, and the NRC Regional Offices. It is primarily intended for use during emergencies *and will function as the

  • dedicated line between your HP personnel, the Operations Center in Bethesda,
  • ttd. and the Regional Off ice.

In the event of a site emergency, the NRC will activate the HPN.

You are still expected to use the Emergency Notification System (ENS) hotline for

.reporting emergencies or commercial lines if the ENS doesn't work. *The HPN is.a restricted network and may not be used by nongovernment employees at any time unless you have to report a significant event and both the ENS

.and commercial telephone lines are out of service.

Lengthy consideration was given to the most efficient number and location of extensions for the ENS and HPN at each site. It was determined that, at the typical site, the ENS should have extensions in the control room, shift supervisor's office, near site emergency operations facility (EOF) and alternate EOF, resident inspector's office, and the on-site technical support center. Similarly, the HPN should have extensions where the HP and environment staff would gather.

  • system could work to the disadvantage of the system.

Requests for addi-tional extensions will. be closely examined and may be installed only at
