CONSUMERS POWER COMPANY Docket 50-255 Request for Change to the Technical Specifications License DPR-20 800507 O 4/fG For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in Provisional Operating License DPR-20, Docket 50-255, issued to Consumers Power Company on October 16, 1972 for the Palisades Plant be changed as described in Section I below:

Change Change Section 3.10.1.b to read:

"With less than four primary coolant.pumps in operation at hot shutdown and above, the shutdown margin shall be increased to and maintained at

~ 3.75%."

Discussion The Palisades Technical Specifications, Section 3.1.1.c, allows the plant to be operated with less than four primary coolant pumps (PCPs) running.

However, Section 3.10.1.b, as it presently exists, will be violated if this is done until the 3.75% shutdown margin is obtained.

With four PCPs running, a 2~~ shutdown margin is required by Section 3.10.1.a.

In the event that a PCP needs to be shut down (high vibration, seal leak, etc), the shutdown margin (SDH) will be less than the required 3.75% (Section 3.10.1.b), even while taking the SDM of the control rods into account. *If the operator waits to shut down the PCP until the SDM is increased to 3.75%, the PCP could be severely damaged or the plant operated in an unsafe condition*.

. The proposed Technical Specification change to Section 3. 10. 1. b is requested to allow the operator to operate the plant with les~ than four PCPs running while increasing the SDM to~ 3.75%.

III.

Conclusion Based on the foregoing, both the Palisades Plant Review Committee and the Safety and Audit Review Board have reviewed this change and find it acceptable.
