FOR P AI,ISADES PLAi\\IT Consumers Power Company was requested by NRC letter dated April 3, 1980 (Auto-matic Initiation of Auxiliary Feedwater System (AFWS)) for Palisades Plant to provide the following information.

Consumers Power Company's Palisades Plant will implement the 2.1.7.a "Short Term Requirements of NUREG-0578" without prior NRC approval as stated in the NRG letter dated April 3, 1980.

Auxiliary Feedwater System The automatic (AFWS) to be used at the Palisades Plant is in conformance with the seven rr short-term" criteria as stated in our March 4, 1980, su~mi ttal to NUREG-0578.

The NRC' s concern about the automa,tic initiation signals and circuits shall be de-signed so that a single failure will not result in the.loss of the automatic initi-ation capability of the AFWS system was addressed in our March 4, 1980, NUREG-0578_

submittal which stated:

The auto. starting signal for the two auxiliary feedwater pumps can originate from either of two independent initiating signals.

The signal.s are 1) all stop valves closed on both feedpump turbines, and 2) low suction flow on both feedwater pumps.

The failure of the auxiliary feedwater auto-start (AFAS) channel power supply does not result in the failure of the system.

It is the NRC's position that the emergency feedwater pumps, when powered from an emergency source, do not compromise the emergency power source was addressed in 9ur March 4, 1980, NUREG-0578 submittal.

We stated that the Palisades P.lant. can-not meet this requirement under certain conditions.

If either of the offsite power supply breakers are closed, the motor-driven auxiliary pump will start auto-matically, regardless of whether the diesel is running or not.

is lost, the auto start is blocked for the motor-driven auxiliary feed pump; however, it will be loaded on the diesel by an operator using an emergency pro-cedure to load the diesel.

The turbine-driven auxiliary feedpump is not inhibit-ed by loss-of-off-site power.

Consumers Power Company will install a control grade AFWS at the Palisades Plant prior to startup from the present outage.

The AFWS will be upgraded to a safety-grade system*by January 1, 1981, and will be implemented upon NRC approval.
