This change will allow the plant personnel to conduct a feedwater line water hammer test as outlined in Palisades Plant Special Test Procedure T-130 (attached) or a revision of subject procedure.

This test will be conducted prior to plant start-up.* The purpose of this test is to verify whether or not water hammer is inducted by varying the auxiliary feedwater flow rate to higher values than currently allowed under the adminis-trative limits. If this test demonstrates that a water hammer does not occur, the administrative limit will be changed to reflect the test results.

Palisades Plant Review Committee (PRC) concluded, during a review of Procedure T-130, that an unreviewed safety question, defined by 10 CFR 50.99 (a)(2)(i),

could result from performance of the test. However, since the Palisades Plant has previously been subject (during power operation) to the conditions of the proposed water hammer test, the consequences of the test are minimal. This test will be conducted in a controlled condition with virtually no decay heat (the plant has been shut down since September 7, 1979). Therefore, it is Consumers Power Company's conclusion that this test should be run prior to plant start-up and that a significant hazard does not exist to the public or plant.

Enclosed is a check for the amount of $4,000 for the review of the procedure, amendment of the license, and issuance of a safety evaluation report to allow the feedwater hammer test to be conducted at the Palisades Plant.

  • 2 "The licensee may proceed with the feedwater line water hammer test as identified ih the NRC's Safety Evaluation Report (SER). This test shall be conducted as specified in the Palisades Plant Special Test Procedure T-130 or a revision to the subject procedure. This amendment is only applicable for Cycle 4 operation."

Based on the foregoing, the Palisades Plant Review Committee has concluded that this change does involve an unreviewed safety question, but does not involve a significant hazards consideration with respect to performance of the test or potential impact on the health and safety of the public.
