CRACKING IN LOW-PRESSURE TURBINE DISCS Consumers Power Company was requested by NRC letter dated February 25,. 1980 to provide site specific as well as.generic turbine infonnation.

The site specific information was addressed by Consumers Power Company personnel (Appendix A).

Both proprietary and nonproprietary versions of Appendix A have been prepared.

The nonproprietary version is attached to this letter and 40 copies of the proprietary have been submitted to the :NRC.

Answers for generic questions were submitted by Mr J M Schmerling of Westinghouse to l1r D G Eisenhut of the NRC by letter dated March 14, 1980.

The site specific resp~nses contain proprietary information of the Westinghouse Electric Corporation.

In conformance with the requirements of 10 CFR Section 2.790, as amended, of the Commission~s regulations, enclosed (Appendix B) is the application for withholding this information from public disclosure and the associated affidavit.

The affidavit sets forth the basis on which the information may be withheld from public disclosure by the Commission.

Turbine type:

The Consumers Power Company Palisades Plant consists of one tandem compound, four flow, three casirig, condensing 1,800 r/min turbine.

Each LP element is designated as a Building Block 81 Model.

B.

Number of hours of operation for each LP turbine at time of last turbine inspection or.i_f not inspected, postulated to turbine inspection:

Each LP turbine has been operated 37,426 hours0.00493 days <br />0.118 hours <br />7.043651e-4 weeks <br />1.62093e-4 months <br /> prior to the November 1979 disc inspection.

For each disc:

1.

Type of material including material specifications - The disc material for the Palisades Plant turbine consists of nickel (Ni),

chromium (Cr), molybdenum (Mo) and vanadium (V).

This NiCrMoV material is similar to ASTM A 471.

Chemistry data for each disc is included in Table I (attached).

2.

Tensile properties data - These data are included in Table I.

3.

Toughness properties data including Fracture Appearance Transition Temperature and upper energy and temperature - These data are included in Table I.

4.

Keyway temperatures - These data are included in Table I.

5.

Calculated keyway crack size for turbine time specified in "B" above - These data are included in Table II (attached).

6.

Critical crack size - The ~ritical crack size data are included in Table I.

ITEM II Provide details of the results of any completed *inservice inspection of LP turbine rotors, including areas examined, since issuance of an operating license.

For each indication detected, provide details of the location of the crack, its orientation, and size.

RESPONSE TO ITEM II The Consumers Power Company Palisades No 1 Unit had a Westinghouse field inspection team at the jobsite from November 2, 1979 to November 11, 1979 to ultrasonic inspect the keyways and disc bores of the LP rotors.

The rotors inspected were A LP-TD35051 and B LP-TD31340.

The inspection method employed was to ultrasonic inspect all keyways on Disc 1 thru 5, both ends on each rotor.

Also, an ultrasonic 360° scan was made on the outlet side of each disc.

The inspection results are as follows:

.126 Deep Indication No 2 Disc, Gov End Keyway 3 ITEM III Provide the nominal water chemistry conditions for each LP turbine and describe any condenser inleakages or other significant changes in secondary water chemistry to this point in its operating life.

Discuss the occurrence of cracks in any given turbine as related. to history of secondary water

.chemistry in the unit.

RESPONSE TO ITEM III The water chemistry for both LP turbines is as follows:

pH 8.5 - 9.2 Na + 0.070 Ppm Conductivity 7.0 Micromhos/Cm2 A significant change in water chemistry occurred at the Palisades Plant in 1974 when the use of phosphates were eliminated and the us~ of all volatile treatment (AVT) was adopted.

Condenser inleakage has been minimized since the condenser was retubed in 1973 by reducing plant load or shutting down the plant to repair condenser tube leaks.

This practice helps maintain secondary water chemistry within Technical Specifications limits.

Consumers. Power Company personnel do not have any substantial evidence to draw a correlation between water chemistry and turbine disc cracking.

ITEM IV If your plant has not been inspected, describe your proposed schedule and approach to ensure that turbine cracking does not exist in your turbine.

RESPONSE TO ITEM IV The Palisades turbine was inspected in November 1979.

ITEM V If* your plant has been inspected and plans to return or has returned to power with cracks, pr~vide your proposed schedule for the next turbine inspection and the basis for this inspection schedule.

RESPONSE TO ITEM V It is the consensus of the Disc Integrity Task Force that the reinspection of the discs is warranted when:

= 1) a er Consumers Power Company performed a turbine inspection in November 1979 (results included in this letter).

Based on inspection results and calculations of crack growth rates, it has been determined a critical crack will develop after 82.4 months of additional running time on the Palisades Plant turbine.

Therefore, Consumers Power Company has decided that reinspection of the identified disc cracks is not necessary at the present time.

Results of other inspections plus additional data obtained by the Westingouse Disc Integrity Task Force will be used to determine when the next inspection is necessary.

ITEM VI Indicate whether an analysis and evaluation regarding turbine missiles have been performed for your plant and provided to the staff. If such an analysis and evaluation has been performed and reported, please provide appropriate references to the available documentation.

In the event that such studies have not been made, considera_tion should be given to scheduling such an action.

RESPONSE TO ITEM VI An analysis and evaluation has been performed and reported in the FSAR Section 14-11.S.

Revised missile calculations are being done by Westinghouse and are scheduled to be compl~ted by. the end of March 1980.

Under that system, information is held in confidence if it falls in one or more of several types, the release of which might result in the loss of an existing or potential com-petitive advantage, as follows:

(a)

The information reveals the distinguishing aspects of a process (or component, structure, tool, method, etc.)

where prevention of its use by any of Westinghouse's competitors without license from Westinghouse consti-tutes a competitive economic advantage over other companies.

(b) It consists of supporting data, including test data, relative to a process (or component, structure, tool, method, etc.), *the application of which data secures a competitive economic advantage, e.g., by optimization or improved marketability.

(c) Its use by.a competitor would reduce his expenditure of resources or improve his competitiv_e position in the design, manufacture, shipment, installation, assurance of quality, or licensing a similar product.

(d) It reveals cost or price information, production capac-ities, budget levels, or comme_rcial strategies of West-inghouse, its customers or suppliers.

(e) It reveals aspects of past, present, or future Westing-house or customer funded development plans and programs of potential commercial value to Westinghouse.

( f) It cont.ains patentable ideas, for which patent protec-tion may be desirable.

(g) It is not the property of Westinghouse, but must be treated as proprietary by Westinghouse according to agreements with the owner.

Public disclosure of this information would allow un-fair and untruthful judgments on the performance and reliability of Westinghouse equipment components and improper comparison with similar components made by competitors.

There are sound policy reasons behind the Westinghouse system which include the following:

(a)

The use of such information by Westinghouse gives West-inghouse a competitive advantage over its competitors.

It is, therefore~ withheld from disclosure to protect the Westinghouse competitive position.

(b) It is information which is marketable in many ways.

The extent to which such information is available to competitors diminishes the Westinghouse ability to sell products and services involving the use of the information.

(c)

Use by our competitor would put Westinghouse at a com-petitive disadvantage by reducing his expenditure of resources at our expense.

(d)

Each component of proprietary information pertinent to a particular competitive advantage is potentially as valuable as the total competitive advantage. If com-petitors acquire components of proprietary information, any one component may be the key to the entire puzzle, thereby depriving Westinghouse of a competitive advantage.

(e)

Unrestricted disclosure would jeopardize the position of prominence of Westinghouse in the world market, and thereby give a market advantage to the competition in those countries.

(f)

The Westinghouse capacity to invest corporate assets in research and development depends upon the success*in obtaining and maintaining a competitive advantage.

(iii) The informat*ion is being transmitted to the Commission in confidence and, under the provisions of 10 CFR Sec-tion 2.790, it is to be received in confidence by the Commission.

(iv)

The information is not available in public sources to the best of our knowledge and belief.

Also, public disclosure of the information would enable others having the same or similar equipment to use the information to meet NRC requirements for.licensing documentation without purchasing the right to use the information.

The development of the equipment described in part by the information is the result of many years of development by Westinghouse and, the expenditure of a considerable sum of

This co.uld only be duplicated by a competitor if he were to invest similar sums of money and provided he had the appro-priate talent available and could somehow obtain the requi-site experience.

RESPONSE TO ITEM II The Consumers Power Company Palisades No 1 Unit had a Westinghouse field inspection team at the jobsite_from November 2, 1979 to November 11, 1979 to ultrasonic inspect the keyways and disc bores of the LP rotors.

The rotors inspected were A LP-TD35051 and B LP-TD31340.

1.

3 The inspection method employed was to ultrasonic inspect all keyways on Disc 1 thru 5, both ends on each rotor.

Also, an ultrasonic 360° scan was made on the outlet side of each disc.

RESPONSE TO ITEM III The water chemistry for both LP turbines is as follows:

pH 8.5 - 9.2 Na + 0.070 Ppm Conductivity 7.0 Micromhos/Cm2 A significant change in water chemistry occurred at the Palisades Plant in 1974 when the use of phosphates were eliminated and the use of all volatile treatment (AVT) was adopted.

Condenser inleakage has been minimized since the condenser was retubed in 1973

.*by reducing plant load or shutting down the plant to repair condenser tube leaks.

This practice helps maintain secondary water chemistry within Technical Specifications limits.

Consumers Power Company personnel do not have any substantial evidence to draw a correlation between water chemistry and turbine disc cracking.

ITEM IV If your plant has not been inspected, describe your proposed schedule and approach to ensure that turbine cracking does not exist in your turbine.

RESPONSE TO ITEM V It is the consensus of the Disc Integrity Task Force that the reinspection of the discs is warranted when:

a er Consumers Power Company performed a turbine inspection in November 1979 (results included in this letter).

Based on inspection results and calculations of crack growth rates, it has been determined a critical crack will develop after 82.4 months of additional running time on the Palisades Plant turbine.

Therefore, Consumers Power Company has decided that reinspection of the identified disc cracks is not necessary at the present time.

Results of other inspections plus additional data obtained by the Westingouse Disc Integrity Task Force will be used to determine when the next inspection is necessary.

ITEM VI.

Indicate whether an analysis and evaluation regarding turbine missiles have been performed for your plant and provided to the staff. If such an analysis and evaluation has *been performed and reported, please provide appropriate references to the available documentation.

In the event that such studies have not been made, consideration should be given to scheduling such an action.

RESPONSE TO ITEM VI An analysis and evaluation has been performed and reported in the FSAR Section 14-11.5.

Revised missile calculations are being done by Westinghouse and are scheduled to be completed by the end of March 1980..
