Gentlemen:

This is a supplemental report concerning the management inspection con-

ducted by Messrs. L. E. Foster, T. T. Martin, M. V. Sinkule and

J. E. Gagliardo of the Performance Appraisal Branch on November 27

through December 1, 1978, of activities at Palisades Nuclear Generating

Plant and Consumers Power Company corporate office, authorized by NRC

Provisional Operating License No. DPR-20, and to the discussions held

with you and your staff on December 1, 1978 and January 11, 1979.

The enclosed copy of the supplemental report does not discuss enforcement

findings.

The enforcement find~ngs, including.unresolved items were docu-

mented in detail in Report No.~8,,

Company by NRC letter dated January 23, 1979.

The enclosed supplement

to the original report addresses specific inspector "Observations" which

include the perceived strengths and weaknesses of your management control

systems that will be used in subsequent performance evaluations.

Many

of these observations were discussed with you and your staff at a special

meeting at Consumers Power on January 11, 1979.

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter, the enclosure,

and your response to this letter will be placed in the NRC's Public Document

Room, except as follows.

If the enclosure contains information that you or

your contractors believe to be proprietary, you must apply in writing to

this office, within twenty days of your receipt of this letter, to withhold

such information from public disclosure.
