The docketed infonnation. including the licensee's t*ransmittals dated 12/28/78.

and 3/1/79, on the containment purge and venting systems does not adequately address the following areas. Please discuss how your design confonns with each:

'*1.

  • The overriding of one type of safety actuation signal should not cause.the blocking of any other type of safety actuation signal to the isolation valves. Describe, including sketches and drawings as needed, how your manual overrides affect only one safety actuation signal per override use.
  • '*2.

Sufficient physical features (e.g. key lock switches) should be provided to facilitate adequate administrative controls. Describe the physical features that facilitate administrative control of your valve logic reset and override controls.

  • 3.

Diverse signals should be provided to initiate. isolation of the containment ventilation system. Specifically. containment high radiation. safety injection actuation, and containment high pressure should automatically initiate containment ventilation isolation.

  • 4.

The instrumentation and control systems provided to initiate Engineered Safety Features should be designed and qualified as safety-grade equipment. Discuss the qualifications of your actuation signals.

  • 5.

The overriding or resetting of the-isolation actuation.signal should not cause the automatic motion of any isolation or purge valves.. Discuss. including drawings and sketches as

    • needed. the valve action when valve logic is overridden or reset~
  • If this specific infonnation has been provided 1n response to "Lessons Learned" or "Bulletins on Order" requests. the licensee may respond by identifying the date and title of the letter containing the infonnation.

The following definitions are given for clarity of use in this issue:

Override - The signal is still present. and it is blocked in order to perfonn a function contrary to the signal.

Reset - The signal has come and gone. and the circuit i~ being cleared to return* to the nonnal condition.
