.PALISADES PLANT 1979 Changes, Tests & Experiments Made Pursuant to 10 CFR 5*0. 59 FC-303-5 This modification involved core boring four 3-inch floor penetrations in C13 panel in the control room to facilitate routing of data logger cables.
Fire barriers were also installed.
Safety Evaluation Summary 1
The size and locations of the penetrations did not affect seismic capability.
Fire barriers were installed in accordance with approved plant procedures.
An unreviewed safety question did not exist.
FC-336 This modification provided additional pipe hangers on the containment air line to qualify the system as a Class 1 seismic system and satisfied one of the.
requirements for long-term cooling alternate alignment.
Safety Evaluation Summary The modification upgraded the system to seismic Class 1 without degrading it in any other way.
Therefore, the probability of occurrence of an accident was
_decreased.
The margin of safety was increased because an additional safety feature was provided.
FC-352 This modification installed a blank flange in the line which connects the steam generator blowdown recovery system to the main condenser.
The purpose of the mo.dification was to minimize sodium buildup in the main condenser.
Safety Evaluation Summary*
This modification did. not physically change the structure or system.
The line has no safety function.
Therefore, an unreviewed safety question did not exist.
FC-354C This modification added a steam generator recirculation inte:r;lock bypas*s to allow steam generator recirculation during cold.shutdown.
Safety Evaluation Summary The control valves required for containment isolation were not affected by this modification.
No unreviewed safety question existed.
FC-368-1 This modification was made to qualify long-term cooling components for post-LOCA environment and seismic conditions.
Included were new caple runs and

....
- continued raceways for electrical separation, changes to control*logic and electrical schemes and valve qualifications.
Safety Evaluation Summary Existing components were upgraded, thus, the margin of safety was increased.
FC-384 r
2 This modification added a circuit checking system (with indicating lights)' and hand switches to the SIRWT miniflow recirc valves.
The circuit checking system was added to satisfy an NRC commitment (letter toNRC dated 4/15/76).
The design satisfies the criteria that no single failure can cause undesir~d valve operation.
Safety Evaluation Summary The consequences of an accident were decreased because the indicating light would provide warning of failed hand switch contacts, enabling corrective action to be taken.
The margin of safety was not decreased.
FC-436 This modification covered the installation of evacuation sirens in the service building in connection with the existing plant syste~.
(See IE Inspection Report 78-20.)
Safety Evaluation Summary The addition of the three sirens did not affect the system or power supply.
No unreviewed safety question existed.
FC-437 This modification consisted of demolishing and rearranging walls and partitions in access control.
Safety Evaluation Summary No "Q-Listed" walls were affected by this modification and no unreviewed safety question existed.
SFC-77-15 This field change involved replacing the cast iron butt weld temperature control valves on the containment air coolers.with cast steel flanged end valves.
PALISADES PLANT
- continued Safety Evaluation Summary No design or valve function parameters were degraded by'the replacement.
No unreviewed safety question exists.
SFC-79-054 This field change modified diesel generators 1-1/1-2 local annunciator scheme to indicate loss of tachometer/exciter trip.
Safety Evaluation Summary
- The operation of the diesel generators was not affected.
Therefore, no unreviewed safety question exists.
SFC-79-081 3
This field change changed station power transformers 11 and 12 tap settings to accommodate bus undervoltage protection modifications.
Safety Evaluation Summary Th;i.s change did not affect the operation of the system and no unreviewed safety question exists.
There were no special tests or experiments conducted in 1979 that would be reportable in this. report.
