APPENDIX A NOTICE OF VIOLATION Consumer Power Company Docket No. 50-255 Based on the inspection conducted on December 3-7, 1979, it appears that certain of your activities were in noncompliance with NRC requirements, as noted below.
Both are infractions.
- 1.
Environmental Technical Specification 3.9.8. requires that all dis-charges from the plant into Lake Michigan be limited to a range of 6.5 to 9.5 pH units.
Contrary to the above, on March 21, 1979, water was discharged to the Lake with a calculated pH of 5.2.
- 2.
Environmental Technical Specification 3.9.9 requires that thermal discharges of the total blowdown from the closed-cycle cooling system mixed with dilution water shall be limited to an increase of no more than 5F0 above the ambient temperature of the receiving water at the shoreline of the lake and that heat rejection to the lake from the diluted total blowdown shall not exceed 0.5 billion British Thermal Units (BTU's) per hour.
If these limits are exceeded by more than 20% for more than 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />, the licensee shall take action to deter-mine the cause and modify plant operations to resolve the problem.
If these limits are exceeded for any period of more than 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> (and up to 7 days on loss of one dilution pump), the licensee shall reduce power accordingly to restore compliance with specifications to protect the aquatic biota.
Contrary to the above, on December 19, 1978, thermal discharges to Lake Michigan greater than 6F 0 above the ambient temperature existed for a period of more than 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.
