'letter.. The, fluence at 7.0 x.106 MWdt is based *on an end-of-life fluence at the vessel wall ID of 3.36 ~ 1019 n/cm2.
At the 1/4 T focation values of RTNDI for weld and plate _metals are calculated to increase by 113 and *100 F respectively. The l.inirradiated va*lues :of
- RTNDT for weld and plate ma_terials are e_stfmated to be -85 and O"F respectively. Thus, the plate*material.is the limiting material. * **
We have reviewed *the* proposed pressure-temper.ature operatfng*limits
. and find them unacceptable. This conclusion is based on the fo1low1n_g
- items:
(1) Your 1-etter dated May 23, l.978;. stated* the maximum fluence at the
- . end-of-life would be 3.8 x lol~ n/cm2.

- (3) Radiation damage, the increase in RTNDT* should be based on
