Dear Mr Kantor,

Enclosed is the Hazard Analysis book from the Michigan State Police Emergency Services and a map of the Michigan major gas pipelines. As soon as our popu-lation. maps are reproduced, I will send you copies of them for Big Rock Point and Palisades.

I have contacted Captain Woldbol, U.S. Coast Guard at Sault St Marie, Michigan, Area 906-634-5244. He and the Executive Officer Lieutenant Fortl.ihe advised that all dangerous cargo on the Great Lakes must meet U.S. Coast Guard Safety Regulations with a 6 month inspection schedule.

The Captain of a given port relays pertinent information on hazardous material shipments to Captains of all other ports along the seaway to its final desti-nation or last point of departure from the Great Lakes if the material is des-tined for a U.S. seaport or an overseas port.

The Chief of U.S. Coast Guard Stations at Charlevoix and St Joseph, Michigan and the U.S. Coast Guard, Ninth District, Cleveland, Ohio have, by letters of agreement, and will, upon notification of any emergency affecting waterborne activities, respond in an appropriate manner consistent with their c.urrent operation.

Contact was made with the Austin Powder Company at their Rogers City, Michigan office, 517-734-3321, and I talked to the Office Manager, Betty Anderson. Ship-ments of explosives that is sent to the Penn Dixie Cement Plant and Quarry are not routed past Big Rock Point Plant. However, shipments to the Medussa Cement Plant at Charlevoix, 616-547-9971, do triwel on US-31 past the Big Rock Point Plant~ .**Number of shipments vary with the rieeds at the quarry. Separate ship-ments of 4b ,000 lbs of oxidizers and 10 ,000-20 ,000 .lbs of dynamite are sent from the warehouse at Rogers City. Electric blasting caps are shipped at a different time in small quantities.
