Our review of your response has led us to believe that you have a general understanding of our cone ns_ arising from the'TMI-_2 incident in *

Nevertheless, we have discovere some deficiencies in your responses which must be resolved before we iss our safety evaluation for the Palisades_
Plant. The resolution of thes dE;!ficienc1es is contingent upon receiving complete and acceptable respo ses to the questions** fo Enclosure 1.

As.a result of our ~eview of the CPC responses tri Bulletin No.
79~06B, we find that the following additiona.l information is required.
The item numbers corre~pond to the bulletin action items and the rel~ted license~*s

2.a State the procedure and instruments used to permit recognition of
- void formation in forced circulation mode and state the procedure and instruments to be used in natural circulation mode.
In addition we request that you revise procedures as ~ppropriate to include in-structions on the use of information from the source range neutron detectors and in-core thermocouples to recognize void formaticin.

.It is our position, that unless a line is needed for safety.features or cooling capability, it should be isolated either manually or auto-
. mati ca lly upon initiation of safety injection.
For any lines not isolated upon automatic initiqtion of safety injection provide justi-
. fi cation that the line is needed to prevent degradation of needed safety features or cooling capability.
Provide your schedule for completion of the modification to the.
containment. cooling water.isolation function described in your letter of June 5, 1979.
Provide assurance that the modification will be done as *soon as practicable but no later than your suriimer 1979.

- .We request that a licensed operator who has direct responsibility for control and operation of all main and auxiliary feedwater systems be in the main control room at*all times.
We also request that the oper~tor assigned to this furiction will, at the time 6f the transient requiring such action, take immediate control of the main arid auxiliary feedwater systems, with no other concurrent responsibflities, until the steam generator levels retur~ to a stable condition.
Your response to Item 6.b appears to be inadequate_;
therefore, provide assurance that operating prqcedures will be modified to keep high pres~ufe injection and charging pumps in operation in a~tordance' with the criteria specified in item 6.b of the bulleti.ri and as clari-
. fi ed by the fo 11 owing statement:. *

Your response regarding periodic checks of positions of unsecured valves is not acceptable.
We request that you modify your procedures to require checks of the positibnsof unsecured valves monthly.
9.a Your letters of April 27 and June 5, 1979 indicate that you test redundant equipment and d6 not perform an enti~e redundant ~ystem check prior to removal of any safety related component from service.
Provide assurance that the testing performed acceptably assures that the redundant safety system will be operable.
