Gentlemen:

This will acknowledge your letter dated February 15, 1979, describing

your response to items of noncompliance identified in our letter

dated January 23, 1979. Your actions to correct Items A and B will

be examined during a future inspection.

We have reviewed the additional information provided concerning Item

C and conclude Item C is not an item of noncompliance with Technical

Specification 6.5.2. Certain concerns remain, however, and were

discussed in a telephone conversation on February 27, 1979, between

Mr. B. Jorgensen of this off ice and Mr. D. B.ixel of your staff,

as follows.

Sub Item 2 -

We are concerned that the Safety and Audit Review Board

(SARB) may be ineffective in having additional or special

audits initiated at its behest, since the SARB Charter

does not contain explicit provisions for this initiative.

We understand you maintain two mechanisms whereby SARB

could recommend initiation of audits, through recommenda-

tion for such to the Vice President - Production and

  • transmission either by a vote of the SARB or by a minority
    • -::report from any SARB member *
  • sub Item 4 - We are concerned that SARB members with specific technical

expertise may not be kept.informed and involved in voting

on technical issues within their specific area of expertise,

since this is not explicitly controlled in your balloting

procedure.
