Iden.tification of specific effluent limitation exceeded:
Exceeded daily average limitation of less tha;n 30 mg/l for TSS during November 1978.

Neutralizer tank releases for November 1978 (11 days) resulted in a daily average
.of 39.2 mg/l TSS.
Apparent Cause:
Apparent source of TSS is from internal corrosion of carbon-steel piping used in the air sparging system within the neutralizer tank.
The air sparging system is
- used to mix tank contents.
Seventy percent of the TSS present is in the form of metallic iron placed in solution by the acidic conditions periodically found in the tank.
If not immediately corrected, the anticipa~ed ti~e the condition is expected to

The air sparging system will not be used until the carbon-steel piping can be
- replaced with PVC or some such corrosion resistant material.
