SAFETY EVALUATION OF FIRE PROTECTION REPORT (TAC NOS. 59647/59648)

RE:

SUSQUEHANNA STEAM ELECTRIC STATION, UNITS I AND 2 The staff has completed the review of Revision No.

3 to the Susquehanna Steam Electric Station (SSES) Fire'Protection Review Report (Revision 3 Report) submitted via your letter dated June 30, 1988.

The Revision 3 report was your response to the Commission's fire protection audit conducted in 1985.

The staff's review is based on technical evaluation performed by our contractor, "Science Applications International Corporation".

The Revision 3 Report described your fire protection program and safe shutdown analysis, and established the plant configuration reflecting some -future modifications.

Your letter indicated that all modifications wi 11 be completed by December 31, 1989.

Since Susquehanna Units I and 2 were licensed after January I, 1979, the fire protection requirements were addressed in a licensing process which included a

review of your Fire Protection Program's conformance with the provisions of NRC's Branch Technical Position APCSB 9.5-1.

The review of your Fire Protection Program and your commitments to the staff were documented in the Safety, Evaluation Report (SER) dated April 1981 and its supplements I through 6.

In a letter dated March 26, 1981, referenced in the SER, you made a

commitment to the NRC staff that Susquehanna Units 1 and 2 will meet the intent of the requirements of Appendix R to 10 CFR Part 50, and in particular wi 11 meet the standards set forth in Sections III.G, III.J, III.L and III.O.

Your Revision 3 Report described your updated Fire Protection Program and requested certain deviations from your commitments to the staff relative to the standards of Sections III.G, III.J, III.L and III.O of 10 CFR Part 50, Appendix R.

Based on the review of our contractor's technical evaluation, the staff finds your fire protection program, safe shutdown analysis, and your plant modifications schedule are acceptable.

The staff has also concluded that 27 of the 29 requested deviations are acceptable and are hereby granted; two of the 29 deviation requests are found not necessary and should be withdrawn; and an issue concerning "Safe Shutdown Analysis - Evaluation of High Impedance Faults" has not been adequately addressed and is being kept open pending further justification.

Although our contractor evaluated your requests for deviation from certain provisions of 10 CFR Part 50 Appendix-R, your safe shutdown methodology was not evaluated in this review.
