NPF-14 and Amendment No. 44 to Facility Operating License No.
NPF-22, issued to Pennsylvania Power and Light
- Company, which revised the Technical Specifications for operation of the Susquehanna Steam Electric Station, Units 1 and 2, located in Luzerne
- County, Pennsylvania.
The amendments were effective as of the date of issuance, to be implemented prior to Mav 3, 1988 startup of Unit 2 following its refueling outage.
The amendments modified the Technical Specifications to revise the load
.profiles for 125V dc battery banks
- 2D612, 2D622,
- 20632, and 20642.
The application for the amendments complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.
The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments.
Notice of Consideration of Issuance of Amendments to Facility Operating license and Opportunity for Hearing in connection with this action was published in the FEDERAL REGISTER on March 22, 1988 (53 FR 9387).
No request for a hearing or petition for leave to intervene was filed following this notice.

50-387 AND 50-388 ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT The U.
S. Nuclear Regulatory Commission (the Commission) is considering issuance of amendments to Facility Operating License Nos.
NPF-14 and NPF-22, issued to Pennsylvania Power 5 Light Company, (the licensee),
for operation of the Susquehanna Steam Electric Station, Units 1 and 2, located in Luzerne County, Pennsylvania.
ENVIRONMENTAL ASSESSMENT Identification of Pro osed Action:
The proposed amendments would revise the provisions in the Technical Specifications (TS) relating to the required. tolerance for diesel generator loading timers for Residual Heat Removal (RHR) pumps.
The proposed action is in accordance with the licensee's application for amendment dated October 15,
- 1987, as supplemented by a letter dated October 30, 1987.
The Need for the Proposed Action:
The proposed change to the TS is required in order to provide the licensee adequate upper timer setpoint tolerance for the RHR pumps to be loaded to the emergency diesel generators.
Environmental Im acts of the Proposed Action:
The Commission has completed its evaluation of the proposed revision to Technical Specifications.
The proposed revisions would allow the licensee to adjust upward (from +105 to +205) the upper margin of the sequencing timer setpoint for the RHR pump loading on the diesel generator.
The proposed changes to the timer setpoint will have a
Oe5 second margin in the time window available for RHR pump loading.
Therefore, the proposed changes do not increase the probability or consequences of accidents, no changes are being made in the types of any effluents that may be released offsite, and there is no significant increase in the allowable individual or cumulative occupational radiation exposure.
Accordingly, the Commission concludes that this proposed action would result in no significant radiological environmental impact.
With regard to potential non-radiological
- impacts, the proposed change to the TS involves systems located within the restricted area as defined in 10 CFR Part 20.
It does not affect non-radiological plant effluents and has no other environmental impact.
Therefore, the Commission concludes that there are no significant non-radiological environmental impacts associated with the proposed amendment.
The Notice of Consideration of Issuance of Amendment and Opportunity for Hearing in connection with this action was published in the Federal
~Re ister on January 28, 1988 (53 FR 2554).
No request for hearing or petition for leave to intervene was filed following this notice.
Alternative to the Pro osed Action:
Since the Commission concluded that there are no significant environmental effects that would result from the proposed action, any alternatives with equal or greater environmental impacts need not be evaluated.
The principal alternative would be to deny the requested amendment.
This would not reduce environmental impacts of plant operation and would result in reduced operational flexibility.
Alternative Use of Resources:
This action does not involve the use of any resources not previously considered in the Final Environmental Statements for the Susquehanna Steam Electric Station, Units I and 2, dated June, 1981.
A encies and Persons Consulted:
The NRC staff reviewed the licensee's request and did not consult other agencies or persons.
FINDING OF NO SIGNIFICANT IMPACT The Commission has determined not to prepare an environmental impact statement for the proposed license amendment.
Based upon the foregoing environmental assessment, we conclude that the proposed action will not have a significant effect on the quality of the human environment.
