1.0 INTRODUCTION

Ry letter dated January 8,

1988, Pennsylvania Power 8 Light Company requested an amendment to Facility Operating License Nos.

NPF-14 and NPF-22 for the Susquehanna Steam Electric Station, Units 1 and 2.

The proposed amendments would change Technical Specification Section 4.8.2. l.d.2 for each of the two Susquehanna units.

Section 4.8.2. l.d.2 gives dummy load profiles to be used for surveillance testing for the 125-volt batteries.

These dummy load profiles envelope (exceed) the actual emergency loads for the design duty cycle of the battery.

At least once per 18 months, the capacity of the batteries must be demonstrated to be adequate to maintain either the actual emergency loads for the design duty cycle or the dummy load profile during a

four hour test.

The proposed Technical Specification changes would adjust some of the dummy load values (up or down) to reflect changes to accommodate the installation of t:he ATWS Alternate Rod In,iection solenoid valves and changes to the emergency lighting.

2.0 EVALUATION For each Susquehanna Unit, the 60 second and/or 4 hour4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> dummy loads would be adjusted upward for batteries 2D612 and 2D622, and downward for 2D632 and 2D642.

The adjustments are relatively small, the largest being an adiustment from 128 amperes to 107 amperes for the 4 hour4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> test on battery 2D632.

Since the Technical Specifications still require the dummy loads (which may be used for testing) to exceed the 'actual emergency

loads, the adjustments have no significant safety impact and merely reflect an adjustment o< the loads to correspond to changed conditions.

The staff therefore finds the proposed changes tn be acceptable.

3. 0 ENVIRONMENTAL CONSIDERATION Pursuant to 10 CFR 51.32, an environmental assessment has been published (53 FR 13455

) in the FFDERAL REGISTER on April 25, 1988 Accordingly, the Commission has determined that the issuance of this amendment will not result in any environmental impacts other than those evaluated in the Final Environmental Statement.

4.0 CONCLUSION

The Commission has issued a Notice of Consideration of Issuance of Amendment, to Facility Operating License and Opportunity'for Hearing which was published in the Federal Re ister (53 FR 9387) nn March 22, 1988.

iVo petition to intervene or request or hearing has been filed on this action.

The staff has concluded, based on the considerations discussed above, that:

( I) there is reasonable assurance that the health and safety of the public wi 11 not he endanqered by operation in the proposed

manner, and (2) such activities will be conducted in compliance with the Commission's regulations and the issuance of these amendments will not be inimical to the common defense and security nor to the health and safety of the public.
