Generic Letter S8-14, "Instrument AirSupply System Problems Affecting Safety-Related Equipment" Gentlemen:
On August 8, 1988, the Nuclear Regulatory Commission issued Generic Letter 88-14, "Instrument AirSupply System Problems Affecting Safety-Related Equipment."
The purpose of this generic letter was to request that each plant perform a design and operations verification of the instrument air system (IAS).
Niagara Mohawk Power Corporation (NMPC) responded to Generic Letter 88-14 for Nine Mile Point Unit 2 in letters dated April 1, 1989 (NMP2L 1193) and January 11, 1991 (NMP2L 1276).
In these letters, Niagara Mohawk stated that a program to perform a design and operations verification and to increase the reliability of the IAS would be conducted in three phases.
By letter, dated June 18, 1991, the Staff concluded, based upon the content of Phase I, that Niagara Mohawk had fulfilledthe requirements of Generic Letter 88-14 for Nine Mile Point Unit 2. Additionally, the Staff requested that it be notified in writing when system improvements have been implemented that would increase the reliability of the IAS.
Additional Phase II and IIIinformation was provided to the Staff in letters dated December 20, 1991 (NMP2L 1330) and December 22, 1993 (NMP2L 1458).
As indicated in our December 22, 1993 letter, IAS improvements were completed during the 1993 refueling outage with the exception of verification of IAS P&IDs enhancements.
Since then, IAS walkdowns and appropriate P&ID revisions have been completed.
Therefore, Niagara Mohawk concludes that all Generic Letter 88-14 IAS improvements, as identified in the above NMPC correspondence, have been completed at NMP2.
