Gentlemen:
This letter requests your review and approval, pursuant to 10 CFR 50.54(a)(3), of a proposed change to the Quality Assurance organization described in the Nine Mile Point Nuclear Station Quality Assurance Topical Report (QATR). The QATR is Appendix B to the Nine Mile Point Unit 1 FSAR and the Nine Mile Point Unit 2 USAR. The proposed change adds a new Quality Services group reporting to the Manager Quality Assurance.
Quality Services'esponsibilities are records management, document control and Quality Assurance administrative services.
This proposed change entails a reduction in QATR commitment previously accepted by the NRC.
The proposed change to the NRC accepted QATR is enclosed as Attachment A. The reason for this proposed change, and the 10 CFR 50.54(a)(3) evaluation concluding that the proposed revision to the QATR is acceptable and continues to satisfy the criteria of 10 CFR 50 Appendix B and QATR commitments previously accepted by the NRC, are enclosed as Attachment B. This change is similar to one approved by the Commission for Centerior Energy's Davis-Besse Nuclear Power Station in August 1993.
