Nine Mile Point.Unit 1 Docket No. 50-220 Gentlemen:
Niagara Mohawk Power Corporation hereby transmits an Application for Amendment to Nine MilePoint Unit 1 Operating License DPR-63.
Also enclosed are proposed changes to the Technical Specifications set forth in Appendix A to the above mentioned License.
Supporting information and analysis demonstrating that the proposed changes involve no significant hazards consideration pursuant to 10CFR50.92 are included as Attachment B.
The proposed Technical Specification change contained herein represents revision to Specification 3.4.1, "Leakage Rate" and the Associated Bases.
Specifically,'the revision reflects the change in the Reactor Building leakage rate from 2000 cfm to 1600 cfm. This change is being proposed to reflect the design basis of the Reactor Building and Reactor Building Emergency Ventilation System (RBEVS).
This change does not result in any change to the radiological consequences of either the design basis loss of coolant accident or refueling accident.
Pursuant to 10CFR50.91(b)(1), Niagara Mohawk has provided a copy of this license amendment and the associated analysis regarding no significant hazards consideration to the appropriate state representative.

Docket No. 50-220 APPLICATIONFOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the Regulations of the Nuclear Regulatory Commission, Niagara Mohawk Power Corporation, holder ofFacility Operating License No. DPR-63, hereby requests that Specification 3.4.1, "Leakage Rate" to that License be amended.
The proposed changes have been reviewed in accordance with Technical Specification Section 6.5, "Review and Audit."
The proposed Technical Specification changes contained herein represent revision to Specification 3.4.1, use Rate" and the associated Bases.
Specifically, the revision reflects reduction in the allowable Reactor Building leakage rate from 2000 cfm to 1600 cfm.
This change is being proposed to reflect the design basis ofthe Reactor Building and Reactor Building Emergency Ventilation System (RBEVS).
This change does not result in any change to the radiological consequences of either the design basis loss of coolant accident or refueling accident.
The proposed changes willnot authorize any change in the types ofeffluents or in the authorized power level of the facility.
Supporting information and analysis which, demonstrate that the proposed changes involve no significant hazards consideration pursuant to 10CFR50.92 are included as Attachment B.
WHEREFORE, Applicant respectfully requests that Appendix A to Facility Operating License No. DPR-63 be amended in the forms attached hereto as Attachment A.
