SUBJECT:
NRC INTEGRATED INSPECTION REPORT NO. 50-259/98-09, 50-260/98-09,
AND 50-296/98-09 AND NOTICE OF VIOLATION
Dear Mr. Scalice:
This refers to the inspection conducted on December 27, 1998, through February 6, 1999, at the
Browns Ferry Nuclear facility. The enclosed report presents the results of this inspection.
During the inspection period, your conduct of activities at the Browns Ferry Nuclear facilitywas
generally characterized
by safety-conscious
operations, sound engineering and maintenance
practices, and appropriate radiation controls and security measures.
Based on the results of the inspection, the NRC has determined that a violation of NRC
requirements occurred.
The violation is cited, in the enclosed Notice of Violation (Notice) and the
circumstances surrounding it are described in detail in the subject inspection report.
The NRC has concluded that information regarding the reason for the violation, the corrective
actions taken and planned to correct the violation and prevent recurrence are already
adequately addressed
on the docket in the enclosed inspection report. Therefore, you are not.
required to respond to this letter unless the description does not accurately reflect your
corrective actions or your position.
In that case, or ifyou choose to provide additional
information, you should followthe instructions speciTied in the enclosed Notice.
In accordance with 10 CFR 2.790 of the NRC's "Rules of Practice," a copy of this letter and its
enclosures willbe placed in the NRC Public Document Room.
