BROWNS FERRY NUCLEAR PLANT (BFN) UNITS 2 AND3-SCHEDULE EXTENSION FOR COMPLETION OF REQUIRED ACTIONS REGARDING NRC BULLETIN96 (TAC NO. M96136)
Dear Mr. Scalice:
The purpose of this letter is to inform you of the status of our review of your actions relating to the U.S. Nuclear ReguiatoIy Commission (NRC)Bulletin 96-03, "Potential Plugging of Emergency Core Cooling System (ECCS) Strainers by Debris in Boiling Water Reactors" for the Browns Ferry Nuclear Plant (BFN) Units 2 and 3.
By letter dated July 25, 1997, supplemented August 25, 1997, you provided responses for the actions requested in the Bulletin 96-03. You informed the NRC staff that you proposed to:
(1) install upgraded ECCS suction strainers in BFN units 2 and 3, (2) credit containment overpressure in the licensing basis for meeting the ECCS pump net positive suction head (NPSH) requirements and submit a license amendment for the same and (3) implement certain interim compensatory actions.
By letter dated September 22, 1997, the NRC staff accepted deferral of completion of the actions requested by the bulletin until December 31, 1998, or until NRC approval and implementation of the license amendment for incorporating containment overpressure credit in the licensing basis, whichever is first.
By letters dated January 5, 1998, and October 23, 1998, you informed us that you have completed installation of the upgraded ECCS suction strainers in BFN Units 2 and 3, respectively.
By letter dated October 10, 1998, you also submitted your license amendment request for crediting the containment overpressure.
Your license amendment request is currently in the NRC staff's review process.
We recognize that the installed larger suction strainers willimprove the ability of the plant to accommodate debris blockage.
Accordingly, the NRC staff finds the current licensing bases ~
(i.e., without credit for containment overpressure),
and deferring completion of the remaining actions requested by the bulletin, to be acceptable until completion of our review of your license amendment request.
The NRC staff expects to complete its review by spring of 1999.
