UNIT 2 GENERIC LETTER (GL) 96 05 r PERIOD IC VERIFICATION OF DES IGN BASIS CAPABILITY OF SAFETY-RELATED MOTOR-OPERATED VALVES, IMPLEMENTATION SCHEDULE (TAC NO. M97021)
This letter provides notification that TVA has revised its commitment regarding GL 96-05 for BFN Unit 2.
The commitment was revised in accordance with TVA's program for commitment evaluation which uses the guidelines developed by the Nuclear
, Energy Institute.
The implementation schedule was revised from the Cycle 9 refueling outage (fall 1997) to the Cycle 10 refueling outage (spring 1999).
This delay in implementation was due to the inability to perform the required modifications for MOV data acquisition.
TVA is a member of both the Westinghouse Owners Group and the Boiling Water Reactor (BWR)
Owners Group which have established a joint committee to develop a generic program for GL 96-05.
TVA is participating in the development of the Joint Westinghouse and BWR Owners Group's (JOG) Motor-Operated Valves Periodic Verification (MOV-PV) Program and has committed to implement the JOG Program at BFN.

.22, 1997 in implementation for Unit 2 with representatives of JOG.
It should also be noted that TVA intends to complete its GL 96-05 di'fferential pressure testing for BFN Unit 2 (three sets. of data for each assigned MOV within five years) by 2003 as required by the JOG Program.
This commitment revision has also been discussed with the NRC BFN Project Manager.
The enclosure to this letter contains the revised commitment for BFN Unit 2.
TVA's GL 96-05 commitments regarding BFN Unit 1 (begin testing during the first refueling outage after restart),
and Unit 3 (begin testing during the fall 1998 refueling outage),
remain unchanged.

UNIT 2 GENERIC LETTER 96-05, PERIODIC VERIFICATION OF DESIGN-BASIS CAPABILITY OF SAFETY-RELATED MOTOR-OPERATED VALVES, IMPLEMENTATION SCHEDULE REVISED COMMITMENT BFN Unit 2 will implement the JOG recommended GL 96-05 MOV Program, as described in Topical Report No.
NEDC 32719 (MPR Report 1807),
and begin testing during the 1999 spring refueling outage.
