BROWNS FERRY NUCLEAR PLANT, UNITS 2, AND 3 REQUEST FOR ADDITIONALINFORMATIONREGARDING BROWNS FERRY UNITS 2 AND 3 PRESSURE-TEMPERATURE CURVE UPDATE (TAC NOS. MA1304 and MA 1305)

Dear Mr. Scalice:

By letter dated March 3, 1998, the Tennessee Valley Authority (TVA)submitted proposed changes (TS-393) to the Browns Ferry Nuclear Plant, Units 2 and 3 Appendix A Technical Specifications. The proposed changes would revise the reactor vessel pressure-temperature (P/T) limits for Browns Ferry Units 2 and 3. The proposed changes would extend the validity of the curves to 32 effective full-power years (EFPY). The current P/T curves are effective up to 12 EFPY.

In reviewing the submittal, the staff has determined that the following information is required to complete the review.

1.

The adjusted reference temperature (ART) calculations for all beltline, flange, and bottom head materials that were not included in your submittal.

2.

Ifthe N16 instrumentation nozzles are located in the beltline regions of the Browns Ferry reactor pressure vessels, then include the ART calculations for the instrumentation nozzles among the ART calculations for the materials in Question 1.

This request was discussed with Mr. Tim Abney on October 15, 1998. A target response date of November 16, 1998, was agreed to. However, Mr. Abney agreed that, ifpossible, the material willbe submitted sooner to enable the staff to issue the proposed amendment by December 31, '1 998.
