BROWNS FERRY NUCLEAR,PLANT, UNIT3-REVIEW OF TVA'NSPECTION AND,REPAIR*PLANFOR CORE SPRAY INTERNALPIPING (TAC NOS. MA1970 AND MA3610)

Dear Mr. Scalice:

.By letter, dated September 16, 1998, the Nuclear Regulatory Commission (NRC) staff informed the Tennessee Valley Authority (TVA)that the proposed inspection.and repair plan for the core spray system piping internal to the reactor pressure vessel, that is to be performed during the Unit 3 Cycle 8 refueling outage, was acceptable because'the inspection plan meets the guidelines in BWRVIP-1 8,,and the repair willfollowthe guidelines in BWRVIP-16. The staff, however, requested TVAto provide, prior to implementation of-the proposed repair, additional information regarding the plant-specific design and installation details.

This impending request was discussed during the month of August with Mr. Tim Abney.

He expressed belief,that the type of information to be requested would be readily available.

However, because of delay in issuing the formal request, it did not reach TVAuntil quite close to the start:of the Unit 3 refueling outage.

On September 17, 1998, a teleconference was held between Browns Ferry Nuclear Plant and NRC representatives to clarify the scope of the request.

The following confirms the scope of the request as discussed:

(1)

Selection of materials, including material specifications, material conditions and'any other specific property/heat treatment/testing requirements to ensure its resistance to intergranular stress-corrosion cracking (IGSCC);

(2)

Fabrication of repair components, including practices to minimize'its susceptibility to IGSCC, such as control of machining, practices to minimize the component surface cold

.work and application of solution annealing after machining; (3)

Sequences and methods of installing repair components, including practices and plan(s) to control and retrieve potential debris and loose parts;,

(4)

Methods of post installation inspection to ensure. the repair components are properly installed;

Method of future reinspection to ensure structural integrity and tightness of.the repaired components particularly in the areas of replacement anchorage, threaded joints and crevices; (6) A summary of the fatigue evaluation of the replacement components in accordance with the design criteria outlined in Sections 7.6 and 7.10 of the BWRVIP-16. The summary should be detailed enough to indicate the calculational methodology and compliance with acceptance criteria.

On September 21, 1998, TVA's response, dated September 19, 1998, was received.

The staff is reviewing the information provided and anticipates completing the review within 30 days.

However, as confirmed in the teleconference, the NRC understands and agrees that the repairs are being performed pursuant to the provisions of 10 CFR 50.59, and therefore, TVAmay proceed with the effort in accordance with the outage schedule.

It is not the intent of the NRC that-this request and subsequent review have any impact whatsoever upon TVA's implementation schedule for the proposed inspection and repair effort.
