50-260/98-02.
50-296/98-02
Dear Hr. Zeringue:
On April ll. 1998. the
NRC completed
an inspection at your
Browns Ferry
facility.
The enclosed report presents
the results of that inspection.
During the six-week period covered
by this inspection period, your conduct of
activities at the Browns Ferry facility was generally characterized
by safety
conscious
operations
and good corrective maintenance
practices.
Four
violations of NRC requirements
were identified.
NRC inspectors identified
licensed operator reactivation
program implementation deficiencies,
problems
with Standby
Gas Treatment filter testing.
and an inadequate
as-found
inspection of the Unit 2 inboard High Pressure
Coolant Injection exhaust line
rupture disc.
We are concerned that your
immediate follow-up acti'ons after the
NRC
identified deficiencies with Standby
Gas Treatment filter testing were not
thorough.
Further
NRC review subsequently
identified additional
problems.
The violations are cited in the enclosed
Notice of Violation (Notice),
and the
circumstances
surrounding the violations are described in detail in the
enclosed
report.
Please
note that you are required to respond to this letter
and should follow the instructions specified in the enclosed
Notice when
preparing your response.
The
NRC will use your, response,
in part, to
determine whether further enforcement
action is necessary
to ensure
compliance
with regulatory requirements.
