AND NOTICE OF VIOLATION

Dear Mr. Zeringue:

On January

17,

1998, the

NRC completed

an inspection at your Browns Ferry

facility.

The enclosed

report presents

the results of that inspection.

During the six-week period covered

by this inspection period. your conduct of

activities at the Browns Ferry taci lity was generally characterized

by safety

conscious

oper ations, well scheduled

maintenance activities,

and strong

overall plant support.

One violation of NRC requirements

was identified.

The

violation addressed

the failure of plant personnel

to promptly document

and

report

an

NRC identified condition adverse to quality to appropriate levels of

management.

Previous inspection reports

have documented

examples of problem

reports

being prompted by the inspectors.

The violation is cited in the enclosed

Notice. of Violation (Notice).

and the

ci rcumstances

surrounding the violation are described in detai 1 in the

enclosed report.

Please

note that you are required to respond to this letter

and should follow the instructions specified in the enclosed

Notice when

preparing your response.

The

NRC will use your response,

in part, to

determine whether further enforcement action is necessary

to ensure

compliance

with regulatory requirements.
