NOTICE OF VIOLATION, AND NOTICE OF DEVIATION

Dear

Mr .

Zer ingue:

On December

6,

1997, the

NRC completed

an inspection at your Browns Ferry

facility.

The enclosed

report presents

the results of that inspection.

During the six-week period covered

by this inspection period, your conduct of

t

activities at the Browns Ferry facility was generally characterized

by safety-

conscious

operations,

sound maintenance,

and good engineering

support of plant

operations.

Based

on the results of this inspection,

the

NRC has determined that two

violations of NRC requirements

and one deviation occurred.

These violations

are cited in the enclosed

Notice of Violation (Notice),

and the circumstances

sur rounding the violations are described in detail in the enclosed

report.

The deviation is cited in the enclosed

Notice of Deviation.

The first

violation addressed

a failure to procedurally control the operation of the

control

room emergency ventilation system priority selector switch.

The

second violation addressed

the failure to prepare

a procedurally requi.red

trend report for Generic Letter 89-10 motor operated

valves.

The deviation

involved a failure to revise applicable instructions associated

with two motor

operated

valves

as committed to in a letter to the

NRC dated January

6,

1997.

You are required to respond to this letter and should follow the instructions

specified in the enclosed

Notices

when preparing your response.

The

NRC will

use your response,

in part, to determine whether further enforcement

action is

necessary

to ensure

compliance with regulatory requirements.
