.1995 and aI. the Browns Ferry Nuclear Plant on October 26, 1995, to review the status of NRC and TVA activities for the restart of this uni.t.
Attached are the Meeting minutes.

'NRR The meetings were held. at the Region II Office on October'25, 1995 and at Brown Ferry on
"-ber,26, 1995.
The Panel discussed the findings of the ORAT, the status of NRC closeout inspections and the 'Issues Checklist, items.
Hr.,Narbut stated that the ORAT identified no obstacles which would'reclude restart of Unit 3.
He summarized the ORAT findings for the panel which included 2 fire protection issues:
the adequacy of procedures and/or.knowledge to assure that ventilation is secured d'uring a fire such. that dampers can go closed: and clarification of criteria for the number of spurious failures during an Appendix R fire.
These would be considered restart items and were added to the checklist, Hr. Lesser briefed the Panel
.on the status of open allegations.
This also documents a telephone call, the. restart.panel convened on October 12, 1995.
Mr. Wert conducted a briefing on.he 1'icensee's readiness for fuel loading.
He discussed system operability status and planned NRC. inspections to.verify operability and observe fuel loading acti.vities.
