Dear Hr. Kingsley:
On October 4, 1995, the Tennessee Valley Authority (TVA) responded to a request for additional information dated October 3, 1995 regarding Browns Ferry Nuclear Plant (BFN) Units 2 and 3 conformance with NUREG-0737 Item II.E.4.2 and 10 CFR 50 Appendix J.
This additional information supplements information provided by TVA on August 3, 1995.
The NRC staff has reviewed this information, and its conclusions are discussed below.
AUXILIARYBOILER SYSTEM The staff requested that TVA provide information to clarify whether the cap installed on the former auxiliary boiler penetration is a permanent containment repair.
TVA's October 4, 1995 letter states:
The Auxiliary Boiler line was cut and capped outside containment where it tied into the RCIC [Reactor Core Isolation Cooling]
minimum flow bypass line.
The remaining welded cap portion of the line is also located outside primary containment and is tested as part of the RCIC piping boundary.
Thus, local leak rate test of the Auxiliary Boiler System is not required and the welded cap in the containment boundary is leak tested as part of the RCIC system piping and valves.
Containment penetration 210A previously served three systems:
the RCIC minimum flow line, the auxiliary boiler supply, and the residual heat removal system test discharge line.
The branch connection to the auxiliary boiler has been
- capped, and the associated test valves removed.
The remaining isolation valves serving penetration 210A will continue to be tested as before.
Since TVA continues to appropriately test the containment
- boundary, the staff accepts deletion of the auxiliary boiler from containment leak testing.

CONTROL AIR SYSTEM COMPRESSOR DRYWELL SUCTION The staff requested that TVA document the qualification of the control air system penetration isolation components.
TVA's October 4, 1995 letter verified that the primary containment isolation valves, including the accumulators, for the control air system (Penetration 48 Valves 2-FCV-32-62, 2-FCV-32-63, 3-FCV-32-62, and 3-FCV-32-63) are safety related.
The staff accepts this configuration.
