Gentlemen:
This refers to the inspection
conducted
by Hr. H. Whitener of this office on
September ll -15,
1995.
The inspection consisted of a review of the program
you developed for your Browns Ferry facility in response
to Generic Letter
"Safety-Related
Hotor-Operated
Valve Testing
and Surveillance."
Areas
examined during the inspection
are identified in the report.
At the conclusion of the inspection,
the findings were discussed. with those
members of your staff identified in the report.
It was determined that you
had developed
a program
and were in the process of implementing the
recommendations
in
a satisfactory
manner.
However,
a concern in regards
to
program scoping remains
open.
One Inspector
Followup Item,
"Reduced
Scope of
Valves in GL 89-10 Program," discussed
in Section
2.1 of this report will
require further
NRC review to determine its acceptability.
Within the scope of the inspection, violations or deviations
were not
identified.
In accordance
with 10 CFR 2.790 of the NRC's "Rules of Practice,"
a copy of
this letter
and its enclosure will be placed in the
NRC Public Document
Room.
