BROWNS FERRY UNIT 3 MEETING

SUMMARY

Gentlemen:

On July 10, 1995, the NRC staff met, at your request, in the Region II office with representatives of the Tennessee Valley Authority (TVA) Browns Ferry Plant.

The purpose of the meeting was to discuss the upcoming Unit 3 Appendix R inspection.

Enclosure 1 is a list of the individuals who attended the meeting.

The licensee presented a short overview of the activities that were performed for the Unit 3 Appendix R program and their relation to the additional information needed to support the inspection as requested by NRC letter dated June 16, 1995.

Enclosure 2 is a copy of the handout material supplied by TVA.

In accordance with Section 2.790 of the NRC's "Rules of Practice,"

Part 2, Title 10 Code of Federal Regulations, a copy of this letter and its enclosures will be placed in the NRC Public Document Room.

SUMMARY

This Executive Summary summarizes the major activities that were performed for the Unit 3 Appendix R program and their association with the request for additional information from the NRC dated June 16, 1995:

1-Calculation ND-Q3999-910018 " REQUIRED MECHANICALEQUIPMENT FOR UNIT3 SAFE SHUTDOWiiP This calculation identifies the mechanical equipment that willbe required for safe shutdown ofUnit 3 and their required mode ofoperation;

Bases for the selection ofsafe shutdown equipment for Unit 3 are the same as they were for Unit 2.

~

The major differences are the addition ofthe RCIC system and the deletion of the DrywellTemperature Monitors.

This calculation provided input for all electrical analysis.

Item 1 ofthe NRC request ( Flow Diagrams and Control Diagrams) is direct input to the required mechanical equipment calculation.

2-Cable Block Diagrams Cable Block Diagrams are a summate ofinformation contained on cable schedules, conduit and grounding drawings, and connection diagrams.

They provided input to 2 calculations:

3-Calculation ED-Q3999-940040 "APPENDIXR COMPUTERIZED SAFE SHUTDOWN SEPARATION ANALYSIS" This calculation demonstrate the availability ofthe required Appendix R components for each fire area/zone.

Methodology and approach different from Unit 2. More equipment was analyzed, more than 1 success path in some case was determined to be available.

~

This calculation identifies the manual action associated with Appendix R required components as a result of the separation analysis.

~

This calculation provides input to the auxiliary power system calculation.

Item 2, 3 and 4 (Plant Layout,and Equipment Location Drawings, Cable Block Diagrams and AC/DC Single Line Drawings) are direct input to the fire area analysis calculation.

4-Calculation "ED-Q0999-880489" APPENDIX R - TABULATIONOF EQUIPMENT POWER SUPPLIES ANDDETAILINGCRITERIAFOR THE AUXILIARYPOWER SYSTEM (APS)"

This calculation identifies in a diagrammatic format the portions ofthe AC and DC power systems that are required for safe shutdown. Additionallyit reviews the diesel generators loading to ensure that they stay within their rating.

Allthe equipment that is available is identified in the figures.

Item 4 (AC/DC Single Line Diagrams) are direct input to the APS'calculation.

5-ND-Q0999-920116 "APPENDIXR MANUALACTIONS REQUIREMENTS" This calculation identifies all the manual actions required for safe shutdown.

Is the primary input to the Safe Shutdown Instructions and'Calculation ND-Q0999-920115 "APPENDIXR - LOCATIONFOR EMERGENCY LIGHTING" Item 5 (APPENDIX R EMERGENCY LIGHTINGDRAWINGS) is an output to the Appendix R Location for Emergency Lighting Calculation.
