Gentlemen:

The

NRC Systematic

Assessment

of Licensee

Performance

(SALP) has

been

completed for your

Browns Ferry Nuclear Plant, Unit 2.

The facility was

evaluated for the period September

19,

1993, through

March 18,

1995.

The

results of the evaluation

are documented

in the enclosed

SALP report.

This

report will be discussed

with you at

a public meeting to be held at the Browns

Ferry site

on May ll, 1995, at 1:00 p.m.

CDT.

The

SALP process

assesses

licensee

performance

in four functional areas:

Plant Operations,

Maintenance,

Engineering

and Plant Support.

Overall performance of the

Browns Ferry Nuclear Plant Unit 2 was assessed

as

good,

being highlighted by continued superior performance

in Plant Support.

Performance

remained

at

a good level in the Maintenance

and Engineering

functional areas.

Performance

declined in the Plant Operations

functional

area

from superior to good.

The decline

was primarily due to reduced levels

of sensitivity to primary plant decay heat

removal

system conditions

and

status,

to deficiencies

in communications

and interfaces

when compensating for

non-routine conditions,

and to not fully utilizing self-assessment

and

corrective action programs.

The station management's

emphasis

and attention regarding station-wide

organizational

and plant system self-assessments

were noteworthy

and provided

a framework to implement further initiatives and corrective actions.

The new

Problem Evaluation Report system

was

a .relatively new initiative in use

throughout the station.

While not fully implemented

in the Plant Operations

area,

in has

begun to provide

an effective system for detection of adverse

trends at the station..

In accordance

with Section

2.790 of the NRC's "Rules of Practice,"

a copy of

this letter

and its enclosure will be placed in the

NRC Public Document
